Very likely true. It wouldn't get fixed overnight, for sure. But once politicians started coming to the realization that if they didn't serve their constituents they'd find themselves out of office, eventually (hopefully) they'd toe the line.
I think that's how our system is supposed to work. I know it probably never will, but it's nice to dream once in a while.
