There just needs to be a map made by the state that clearly defines the areas that are legal to ride off trail. It sucks because it makes it more announced to those who have kept off trail riding quiet and to themselves, but this is the only way people will know to legally go. This is the only obvious answer besides don't ride if you don't know whose or what land you are on.
not necessarily cuz they will do it anyways...
but forest lands are open to use, state park land and wildlife isnt..forest roads unplowed are unless posted not..seems pretty simple..PRIVATE MEANS PRIVATE
